Background


A commercial property manager inherited a retail and commercial site from another managing agent.With limited information, inconsistent records, and unclear compliance history, they needed a complete operational review to present an accurate picture to the landlord and ensure they were protected from inherited risks.

Ellis Management Group was engaged to complete a comprehensive Risk & Compliance Audit, with the aim of:

  • Identifying operational, WHS, and compliance risks

Scope of Audit


We completed a structured, independent review including:


1. Service Record Verification


  • Full audit of contractor logbooks
  • Comparison of invoices vs. scope vs. actual work completed
  • Identification of missing evidence, incomplete signatures, or suspect reporting
  • Confirmation of licences and insurances

2. Site Compliance Review


  • Fire systems and essential safety measures
  • WHS obligations for public areas
  • Access control and security risks
  • Emergency lighting and exit path compliance
  • Cleanliness, waste, and presentation standards

3. Insurance Risk Assessment Support


We assessed key areas insurers scrutinise:

  • Trip hazards
  • Roof and gutter condition• drainage issues
  • Electrical & mechanical safety• fire compliance• unsecured plant areas
  • Evidence of water ingress

This enabled the PM to confidently complete insurer questionnaires and justify required works.

4. UHD Drone Roof Inspection


A full drone-assisted review identified:


  • Membrane deterioration
  • Blocked gutters
  • Compromised flashing
  • Skylight seal failures
  • Ponding and debris
  • Potential leak entry points

5. Operational Risk Exposure Review


We identified risks that could expose both the owner and the property manager, including:

  • Undocumented non-compliance
  • Overdue maintenance
  • Critical defects
  • Electrical hazards
  • Unlicensed contractor attendance
  • Structural wear not previously reported

This provided clarity and protection to the PM, who inherited the site with no historical oversight.

6. CAPEX Uplift & Strategic Planning


We produced:
  • A capital works uplift plan that increased the net lettable area (NLA), resulting in significant growth in both rental income and asset value.
  • Budgets for 1, 3, and 5-year horizons
  • Costed recommendations for improved asset performance
  • A project management agreement was subsequently formalised to implement the proposed works.


This empowered the PM to set expectations with the landlord and plan proactively.
